R-410A refrigerant runs $40 to $75 a pound in 2026. On a common three-ton system, the refrigerant alone for a full recharge runs roughly $240 to $900, and labor is on top of that at $100 to $250 an hour. If a technician has told you your air conditioner is low, that is the number you are deciding about, and there is one more thing worth knowing first. The January 1, 2026 deadline that had the whole industry telling you to replace your system this year was eliminated by the EPA. Here is what that changes, what it doesn’t, and how to decide.
What does R-410A cost per pound in 2026?
Between $40 and $75 a pound, before labor. Labor runs $100 to $250 an hour, and a recharge is rarely a fifteen-minute job if it is being done properly.

The spread inside each row is wide for a reason. A recharge on an accessible outdoor unit with a known leak at a service valve, and a small charge, is at the bottom of that range. The same tonnage with an evaporator coil leak inside the air handler, a recovery step, a nitrogen pressure test and a full evacuation adds meaningful labor on top, and that is the version that actually fixes something.
Why is my system low on refrigerant in the first place?
This is the part most homeowners are never told, and it changes how you should read the quote.
Refrigerant is not consumed. An air conditioner is a sealed system. It does not burn refrigerant, use it up, or need it topped off the way a car needs oil. If a system that was properly charged is now low, the refrigerant escaped somewhere, or it was undercharged at a previous service. Either way, there is no normal amount of annual loss.
Which means a “recharge” by itself is not a repair. It is a refill of a leaking container. If nobody found and fixed the leak, the refrigerant you just paid for is going to end up in the same place the last charge went, and you will be having this conversation again next July at a higher price per pound.
There are two legitimate things to buy here, and they are not the same:

A leak search and repair, then a recharge. This costs more up front and it is the one that ends the problem.

A recharge alone, as a deliberate short-term decision. You know the system is near the end, you want to get through this cooling season, and you would rather spend a few hundred dollars now than several thousand in July. That is a perfectly rational choice as long as you are making it knowingly.
What you do not want is the third option: paying for a recharge every summer while being told the system is “a little low again.” Three years of that costs more than the repair did.
Why did R-410A get so expensive?
Because the supply is being deliberately reduced, on a published schedule.
Under the AIM Act, the EPA is phasing down production and import of hydrofluorocarbons, the refrigerant family R-410A belongs to, by 85% over fifteen years. The allowance schedule is public:

We are in the 60% band now, and the step down to 30% arrives in 2029. That shrinking supply against existing demand creates upward pressure on the per-pound price and makes any significant long-term decline unlikely.
Meanwhile the equipment side has already moved on. Low-GWP A2L refrigerants (R-454B and R-32, the replacements) accounted for about 90% of distributor sales by October 2025. New residential systems using R-410A generally can no longer be manufactured or imported for new-system use. R-410A components can still be built to service existing systems, but what exists for whole systems is finite inventory.
So the honest framing on price is this: R-410A is not going away for servicing your existing system, but it is not likely to get cheaper either, and the gap between “recharge the old one” and “put that money toward the new one” narrows every year.
Wasn’t R-410A banned on January 1, 2026?
That is what much of the industry expected in 2025, and it is no longer the case.
The original rule said that after January 1, 2026, a contractor could not install a split system manufactured before January 1, 2025 that used a refrigerant above 700 GWP, which meant R-410A equipment sitting in a warehouse became unsellable on that date. That is why you saw so much “buy now before the deadline” messaging last year.
The EPA eliminated that deadline. A revised technology transitions rule was published on May 26, 2026 and takes effect July 27, 2026. Under it, HVAC units “manufactured or imported prior to Jan. 1, 2025, that use R-410A refrigerant” may continue to be installed “until existing supplies of these HVAC units are depleted.”
Two things follow, and they pull in opposite directions:
The deadline has changed. If you were told you had to replace a working system before a 2026 cutoff, that pressure has been removed. Qualifying pre-2025 R-410A systems already in the distribution channel can still be installed, and servicing your existing R-410A system was never prohibited at any point.
The reassurance is also wrong. The EPA did not repeal the phasedown. The refrigerant allowance schedule above is untouched, no new complete R-410A systems are being built, and the sell-through applies to a finite stock of pre-2025 equipment. “Until supplies are depleted” is not a permanent state.
Is R-410A banned in Maryland?
No. Maryland does not impose a separate R-410A ban on existing residential central air-conditioning systems beyond the federal requirements discussed above.
Maryland does have its own hydrofluorocarbon regulation — COMAR 26.11.33 — but it covers aerosol propellants, chillers, foam and stationary refrigeration. Residential air conditioning was deliberately left out. The Maryland Department of the Environment’s own fact sheet on the rule says the state’s regulations “do not include all end-use restrictions found in SNAP Rules 20 and 21, such as motor vehicle air-conditioning systems…and residential air conditioning.”
A handful of states have gone further than the federal baseline on refrigerants. Maryland is not one of them for home AC. So if you have heard that Maryland law requires you to replace your R-410A system, that is worth clarifying: the federal transition rules do not prohibit continued service and repair of existing systems.
Should I repair this system or replace it?
Here is the arithmetic, using the numbers above rather than a rule of thumb.
Start with the repair quote — the leak search, the repair itself, and the recharge. Then weigh it against four things:
Age. About 45% of Anne Arundel County’s housing stock was built before 1980. A lot of the systems we see are on their second or third replacement. A 15-year-old condenser with a coil leak is a different decision from a 7-year-old one with a leaking service valve.
Where the leak is. A leak at a valve, a fitting or a line set is usually a repair. A leak in the evaporator coil or, worse, in the condenser coil is often most of the cost of a replacement component, and on an older system, the labor to get to it is the same either way.
Whether the compressor has been running low. Running significantly undercharged can increase compressor stress and reduce cooling performance. The recharge fixes the symptom; any wear is already done. If the system has been low for two summers, factor the condition of the compressor into the repair-versus-replace decision.
What the same money does as a down payment. This is the comparison that matters. A $900 repair on a 16-year-old system may buy additional life, but you are putting significant money into equipment that is already near or beyond the typical replacement window. The same $900 applied to a new R-454B system buys you a warranty, a meaningful efficiency improvement over a 2008-era unit, and the end of this conversation. One trap worth naming before you decide. If you do replace, be careful about replacing the outdoor unit alone. It is cheaper up front and it is occasionally legitimate, but it pairs new equipment with an indoor coil of unknown age and a metering device that may not match it, which costs you capacity and efficiency you paid for. And it is not a way to get onto the new refrigerant: R-410A and R-454B are not interchangeable, and an R-410A system cannot be converted to run on R-454B. Ask for both the outdoor-only and the full-system option priced out, rather than assuming the cheaper line item is the better value.
One budget item people forget: Anne Arundel County’s mechanical permit fee schedule lists a $43 non-refundable application fee plus $51 for a replacement system, and $95 for air conditioning only. Ask your contractor to confirm what your specific job requires and whether permit costs are inside their quote or on top of it.
Our rough guide, and it is a guide rather than a rule: under ten years old, repair it. Over fifteen with a coil leak, price the replacement. Between the two, the answer depends on where the leak is and how the rest of the system looks, which is exactly what a real diagnostic tells you and a phone estimate cannot.
What should I ask the technician before I approve the work?
Copy this and read it off your phone. Every question has a specific answer, and a technician doing the job properly will not mind any of them.
Six questions to ask before you approve a refrigerant charge
Ask for the answers in writing

Where is the leak? Not “it’s low,” but where. If a leak search has not been performed, ask what one costs and whether it is worth doing before adding refrigerant.

Was a leak search actually done, and how? Electronic detector, bubble solution, nitrogen pressure test, UV dye? UV dye may require a follow-up visit after the dye has circulated long enough to reveal the leak.

How many pounds went in, and what is the system’s nameplate charge? Both numbers should be on the invoice. If it took four pounds on a system rated for eight, that tells you how bad the leak is.

What charging measurements did you take? Depending on the system, that may include superheat, subcooling, temperatures and pressures. Ask what the manufacturer specifies and what readings the technician recorded, in writing.

Is any part of this under warranty? Compressors and coils often carry ten-year parts warranties if the system was registered. Get the model and serial numbers and check.

If I do nothing else, how long does this buy me? A straight answer here tells you more about the technician than about the system.
If the invoice says “added refrigerant” and nothing else, you have no record of what was found or what was measured. Numbers on the invoice are what let you make the next decision instead of guessing at it.
