Short version: if your house was plumbed between January 1, 1978 and July 31, 1995, there is a real chance the supply lines behind your walls are polybutylene, a gray plastic pipe that fails without warning. The fast way to check: look where the pipe enters your basement and at the water heater. Interior polybutylene is gray. If your pipe is blue, do not panic. Blue was used for underground service lines, and blue plastic in a modern home is usually PEX, which is a good, current material. Gray plastic supply pipe with a stamp reading PB2110 is the one that matters, and it is on you to replace now that the settlement money is gone.

What is polybutylene, and why does the 1978 to 1995 window matter?

Polybutylene, usually shortened to PB, is a flexible gray plastic supply pipe that builders across Maryland used heavily from the late 1970s into the mid-1990s because it was cheap, quick to run, and easy to snake through framing. It typically measures half an inch to an inch across and carries the stamp PB2110. You will most often see it coming off the top of the water heater, at the main shutoff, or where the service line enters the house near the meter.

The date range is not a rough guess. The Cox v. Shell class notice defines the affected installation window as January 1, 1978 through July 31, 1995. That is the period when polybutylene was in wide residential use before it was effectively pulled from the market.

One question homeowners ask: can it still be installed today? No. Polybutylene is not listed among the approved water-supply materials in the International Plumbing Code (Table 605.4), which Maryland follows. If a plumber is putting PB in your walls in 2026, something is very wrong. In practice, the material only shows up in homes of this vintage.

Why does polybutylene fail, and which fittings are the problem?

Here is the distinction that most competitor pages get wrong, and it changes what you should actually look at. The failures were driven far more by the fittings than by the pipe itself, and not all fittings are equal.

The systems that fail are the ones assembled with acetal (plastic) fittings, sold under names like Celcon (Hoechst Celanese) and Delrin (DuPont), used from the late 1970s into the late 1980s. Acetal reacts with the oxidants in ordinary chlorinated municipal water, becomes brittle, and cracks at the fitting. The settlement money paid for this once. Is it still available?

No. Two large class actions once reimbursed polybutylene replacement, and both are long closed.

  • Cox v. Shell Oil settled for roughly $950 million. Its claim deadline was May 1, 2009. (Do not confuse that deadline with the 1978 to 1995 installation window. They are two different dates.)

  • Spencer v. Shell (with DuPont as the maker of the acetal fittings) added another $120 million for certain claims.

What does a polybutylene replacement actually cost?

Numbers are more useful than adjectives here. Roughly 70% of that cost is labor, and a common rule of thumb is about $1,200 per fixture. Patching the small drywall access holes afterward typically adds $300 to $900. Maryland figures vary with local labor rates, so treat these national numbers as a planning range rather than a quote.

Set that against what a failure costs. What about CPVC and early PEX?

  1. Where the service line enters the basement, and at the main shutoff. This is where polybutylene most commonly runs. Check the pipe color and look for the PB2110 stamp. Photograph the pipe and any fitting.

  2. The water heater. Look at the lines off the top. Gray plastic with a plastic fitting is your polybutylene flag. Copper or PEX is a better sign. Photograph it.

  3. Under sinks and at the washing-machine box. Exposed runs here confirm the pattern you saw elsewhere.

Drywall access points are kept small and patched.

For copper, the calculus is different. An isolated pinhole in an otherwise healthy system can be a targeted repair. A pattern of pinholes points toward a water-chemistry fix, a partial repipe of the affected runs, or a full repipe, depending on what the whole-system picture shows.

One thing worth knowing before you consider doing it yourself: Maryland requires a licensed plumber for this work. The homeowner exemption that lets you do some of your own plumbing does not permit you to make the final connection to the water supply. A repipe is not a legal DIY project to finish here, regardless of how the middle of it gets done.
